In Washington State, they actually created a reserve fund that became quite substantial, but it was raided in tax rollbacks for a few years and that, essentially, was that. Even the budget recently passed was something like 700M greater than anticipated revenues. Our tax rates actually are lower than during the boom times but the expenditures have not come down enough yet. The main thing we've suffered from, imho, is poor leadership. Maybe that is an outcropping of the boom years -- the good leaders were raking in their millions as CEOs or UW Husky football head coach, and who needed a strong leader anyway when we were all getting so rich? Maybe when the state hits bottom somebody with great leadership skills will rise to the occasion.
