The number one problem for blueberries is listed clearly in that post:

It is the same for the "high bush" varieties....I'm not sure of the exact numbers other than to say that production has exploded all over the globe.....looking for help from governmental interference is a prime signal that the industry has blown past the demand.....new pests and a lower general quality in the fresh market does not help.

The government will not fix this....I would not be surprise to see lobbying for new sets of subsidies like some of the grains.
