You're right about Ruby Ridge - probably a bad example, considering the misconduct of the officers involved. There was misinformation and a open hostility to federal law enforcement by locals who were generally uncooperative with the agencies. This attitude by locals probably exacerbated the conflict. None of that excuses it.

However, there are tons of examples of gun culture hostility in the West. In Nevada, near where I live, many BLM officers are under attack as agents of the fed, being targets of a rebellion of minor proportions related to federal management of federal lands. There is an anti-government mentality in these rural areas that leads to extreme behavior.
