Indeed, if they're cash rich, but pipeline poor, can't they inlicense something? Maybe, instead of spending money on someone with an eye for such deals, they spent it on M&A feelers instead. If $300 million isn't enough, and the stock is considered over valued, well, kick out the secondary before it's too late . . .
