TJ, similar system was implemented around 2006/7 it sound nice theoretically but the net effect is very small.
Planting a tree that grows 10 to 20 meter is much more effective than growing micro-algae for CO2 capture in the same space.

Cellulose and lignin are storing carbon in the tree trunk and heavy branches.

If the end use is for a different purpose then it is all a different story
