Currently, I'm short the Russell 2000 via UCPIX and S@P Midcap 400 via UIPIX.

You do remember the late 1980s, when it was widely regarded in the US that it was only a matter of time before the Japanese bought the whole country - lock, stock and Rockefeller Center? That was when Japan was recycling its huge trade surpluses. There are expectations that China might be planning to do the same. And China is doing the same, but most of it is NOT taking place in the US. The problem is that xenophobic attitudes within the US and protectionist statutes flowing out of US governments are making the rest of the world question whether it is worth the effort of doing business with the US at all.

The laws stemming from 9/11 make it possible for US prosecutors to secure an extradition of almost anyone almost anywhere without having to prove that any case exists against that individual. These laws have been used in the pursuit of business people as much or more than in the pursuit of "terrorists". Any foreign business with American shareholders is subject to the post Enron US law that the directors must take full responsibility for the accuracy of their financial results. The US insurance industry is demanding that foreign-owned reinsurers deposit large sums in a trust fund to compensate their US partners in the event of a failure. Draconian US immigration laws are blocking new firms from coming into the US because they cannot bring their key personnel with them. In short, the violations of the individual rights of Americans are being noticed far more outside than inside the US. The present US legislative morass is making it too expensive, too hard, and too potentially risky to invest there. This is further increasing the pressure for US Dollar displacement. As more and more foreign individuals and businesses decide to cross the US off their list of investment alternatives, the demand for US Dollars lessens and the demand for the currencies of the preferred investment locations grows.
