Approval of the trial design is just a first step, and the excerpts of the RTF show that there were problems beginning with the design.

That the FDA approved the trial without concurrent placebo controls is a proof that the Fda was very fair with Imcl. And that Imcl got the TRUST of the Fda, and all the mis-management of the trial are proof that Imcl violated that trust (moral view, not legal), and the Fda represents the public TRUST in this process.
