Are you reading between the lines? This is a plea bargain. Kaddafi intends to be able to pay a bribe in order to cut the sanctions crap. He plans to be a few billion ahead at the end of the bargain.

Never forget, Kaddafi was ostracized in the West because he dared to care about the welfare of his people at the expense of slimy corporations. He's been vilified for doing exactly what George Washington did in the U.S. a couple centuries ago.
