If you read the proclamation from 1983, it did nothing to establish or even hint at a state religion. It did nothing more than acknowledge the historical reality that the Bible influenced many of our political leaders. To suggest it didn't would be a falsification of history. But that is a far cry from your notion that we should have a state religion. The 1983 proclamation was more akin to the Texas Capitol display of the Ten Commandments, which was, the SCOTUS recently ruled, in an historical context and, therefore, does not violate the constitution where a display made as a religious statement does.
