A stockpile of weapons is not enough to make a country powerful. Those weapons need to be used by people, and directed by leaders with some willingness to stay the course even when things get rough. In Lebanon and in Somalia we cut and ran. In response to pre 9/11 attacks we did nothing or did very little. Strength is not just in the weapon, or even in the skill that it is wielded but also in determination. I think we have the determination at least once we are sufficiently roused (by something like 9/11 or Pearl Harbor) but some of our enemies probably did not and a smaller number might still have strong doubts.
