Hydrogen can be formed by electrolysis of water...literally splitting it into H2 and O2 by applying electricity. The problem is that it takes more power to do this than you can get out of the hydrogen in a fuel cell, so solar power or other 'free' renewable primary energy is the only realistic way of doing it. Toward that end, the Schatz Energy Research Center at Humboldt State University is making strides. Check it out at humboldt.edu
