Does this mean Discover will not sell you the stock on margin? I do not have a cash surplus in my account, but I certainly have the required amount of marginable shares.

Sorry to hear you didn't get allocated. I did have cash in my account so that may have something to do with it. When I got ARBA I also had cash in the account.
