Performance depends on transistor drivestrength and capacitance of gates and wires.

Afaik, AMD is going to fully scale the metal layers, while not changing the transistors much. If the case, it should give a big frequency boost. On top of that comes improved gate straining.

Of course, frequency can be traded for lower power.

Just to be clear, transistor scaling by itself doesn't help frequency scaling.
It doesn't do much for power either.
