I'm not surprised that the French would be in the forefront on this.

This is the land of liberalism that provided Ira Eichorn (the Philadelphia darling of the liberals who murdered his girlfriend and kept her body in a trunk in his apartment for a year) with a comfortable life for ten years, refusing to extradite him to face justice. The French national character has been "look out for number one" for a long time. In World War II the French army caved in within a couple of weeks and the country embraced collaboration with the Germans. Don't look for any Frenchman to shed blood on the plains of Afghanistan. They will sit back sipping wine while they wait for Americans to save the Eiffel Tower from the terrorists.

When you believe that your first obligation is always to yourself, you're not about to to let yourself get bogged down caring for "defective" infants. This is simply cold rationality to the self-absorbed left-wing intelligentsia.
