It will be illegal for anyone to sell 100 watt bulbs in the U.S. after Dec 31, 2011.

I think its only illegal to manufacture or import the bulbs, but that old inventory can still be sold. Of course that would just mean that a near total ban is delayed just until the inventory is used up (and in the meantime the prices will go up)
