Short term this reduction in CAPEX by Intel will probably lead to better margin. It's probably a pretty rational move. Still if capex is reduced more than only the amount necessary to develop that tester in cooperation with Credence then it might bode well for AMD long term.

BTW I'm not aware of Spansion engaging in similar internal tester development; I think they're only using 3rd party equipment (I'm not entirely sure though).
