I use a sponsored version of ACDSee (version 3.x), and have been very happy with it. Once every month or so it prompts me to download some banner ads, but it's no bother really.

Another good option is ThumbsPlus, I liked that a lot, but the trial version is only good for a month or so before features start disabling themselves, and frankly, good as it is I didn't think it was worth $80 when there are less costly, or better yet free/ad supported alternatives out there. Another photoviewer I've downloaded and used sparingly and which is freeware (I believe) is Irfanview.
