As some others have stated, the FCC INTERNET urban legend has been going on for some time -- at least early January 1998. A good site I use for tracking down hoaxes and urban legends is the MiningCo.com. The specific URL for the FCC thing is urbanlegends.miningco.com In addition to the history, it provides links to official FCC sites (probably the same as others have given) providing back-up to the urban legend status.
