It is FAT16 that imposes the 2 GIG limit. DiskManager from Ontrack can overcome limitations in hardware but your problem is caused by the fact that you are using Win 3.11. The largest available partition under FAT16 is 2GIG, this cannot be overcome.
Your alternatives are
NTFS (NT and 2000)
FAT32 (95B 98 ME)
You can place an operating copy of Win 3.11 on it's own 2GIG partition and run another OS as your main OS. Linux is also good, and free, it does a good job with new hardware if you use an updated version.

I heard you, but for the life of me I can't understand why you would want to run Win 3.11 ?? on a new machine. It would actually run better on an old Pentium and a lot cheaper.
