Maybe so, but if PA/VV wants a controlling interest he will have a tough time doing it on the open market. The net effect of trying to corner 54% of the outstanding shares is the inevitable increase in price of the balance of unacquired shares. IMO, he is far better off making a tender offer that represents a PREMIUM to the market price, and thereby acquiring a large block at one time. Often, tender offers specify that the offer is void if a specific number of shares are not received, and the purchaser is not left with an inadequate number of shares to control the company. JMO.
