If high deductible MSA's can be moved into a favored status (tax wise), then the rest of both Arnie's and Hillary 2 can work. Administrating MSA's is relatively complex, though and insurers need to step up their game to make this practical. I think (for California in particular) the illegal issue is the elephant in the room no one wants to deal with (but absolutely need to). Verification and penalties need to be explicitly dealt with, too.

In many ways, Romney's program in Mass. is a working lab for a lot of this stuff. We'll know a lot more about what worked and what didn't in 2 years, but of course that will be way too late for the presidential cycle. And Romney didn't have the illegal issue to deal with. Personally, I think illegals by dint of their (illegal) status should get no coverage at all...(and no right to sue for 'injuries' related to lack of coverage) but that's a view that would be vehemently opposed by border state Dems.
