Every ECN pays every broker for adding liquidity. Back in 1998-2000, it may only have been Island.

Island pioneered this pricing policy. They charge the broker for taking liquidity (i.e. hitting an order already on their order book). They pay the broker for adding liquidity (adding an order to the order book, and having it subsequently filled).

(BTW, the payment for adding liquidity is a small fraction of the fee for taking liquidity.)

This is clearly spelled-out on the Island web site. Their prices don't vary between different brokers.
