Government throughout history has maintained its power and exerted its authority by the use of force. Deadly force when necessary. Against its enemies. Against external threats and internal threats. Internal threats can be political, or they can be threats to the safety of the general public. Violent crime is a threat to the safety of the general public. Historically, those found guilty of violent crimes such as murder have frequently met with capital punishment.

Government historically retains its power, and hence its authority, by demonstrating it has the will and ability to exert force, up to lethal force if necessary, to maintain that power. The military is one arm of that power. The Justice system is another. Your local police force is yet another. They all exert force in one way or another. On occasion, they are all called on to use lethal force.

In the case of the military and the local police, you honestly wouldn't want it to be otherwise. Bland feels the Justice system should be considered no differently.
