Ah, I understand. I wasn't trying for related things- I was just trying to think of an area that we all knew about, where hard data had led to a big muddle, and where the instability of data was as obvious as could be. I didn't mean to link the two things in any way other than that.

One or both of us is making far to big of an issue on this point. Let's close the books on that one.

Saddam was awful, but at least he had a working bureaucracy.

Which was one of the reasons why de-Baathification was such a major blunder. A functioning bureaucracy replaced by people that didn't know where the files and forms were.
