From day one, after Castro complained, it was pre-ordained this kid would go back.

At that time, Reno could have yanked the kid back right away. Instead, they allowed this to drag on and it became a national issue. The relatives became fond of Elian and wanted him to stay. The community likewise.

I've got to believe that the justice department wouldn't do this to the relatives on purpose just to discredit the exiled Cuban community. I've got to believe it was just a terrible blunder, a SNAFU, if you will. It must have been since they could have grabbed this kid before any court proceedings had taken place. Before the relatives had even gotten a lawyer.
