Pre-Cell Solutions to Provide First Web-Enabled Wireless PhoneFor the U.S. Prepaid Market

MELBOURNE, Fla., Aug. 14 /PRNewswire/ -- Pre-Cell Solutions, Inc. (d/b/a/ Dual Point Communications) (OTC Bulletin Board: TDCM), a leading provider of wireless technology and telephone services for the prepaid wireless and home markets, announced today they will provide the first web-enabled intelligent handset for the U.S. prepaid market. The phones will be available in October.

"This step towards integrating our intelligent prepaid software with a web-enabled handset represents a key milestone for Dual Point and USIntellicom," said Kevin Korterud, President of USIntellicom, a wholly owned subsidiary of Dual Point Communications. "It demonstrates our commitment to providing a feature-rich digital prepaid handset choice for our customers."

The CDMA digital handsets, which allow wireless Internet web browsing along with advanced telephone services, incorporate patent-pending technology developed by USIntellicom. This technology provides over-the-air profiling and allows the user to purchase wireless airtime through the handset, bringing a new level of convenience to the prepaid wireless market.

"Our goal is to build the most robust, flexible and user-friendly prepaid solution possible, said Jonathan O'Neal, Chief Technical Officer at USIntellicom. "Integrating our intelligent prepaid software with the web- enabled handset creates tremendous new opportunities for providing unbeatable prepaid solutions."

Profiling refers to the data stored in the wireless handset that identifies its local operating area and billing criteria. Each market has a unique set of codes and parameters that must be entered into the telephone prior to use. USIntellicom invented the patent-pending technology of CDMA over-the-air profiling. This system requires no hardware changes, and all programming is handled automatically over the air. No other CDMA prepaid wireless provider offers this technology.

CDMA digital service is the state of the art for wireless communications. Digital signals provide a much clearer sound quality and vastly improved security. Additional features available with this service include caller ID, voice mail notification and short text message service. Web-enabled phones incorporate a browser that allows wireless access to compatible web sites. Users can retrieve news, weather, sports scores, stock information and more as well as send and receive messages and make Internet purchases and travel reservations. More services and applications are becoming available daily.

Pre-Cell Solutions recently announced a name change to Dual Point Communications. The name change is pending shareholder approval. Dual Point Communications' services include both wireless and at-home dialtone. The wireless service is available under the EZPrepaid brand. The Competitive Local Exchange Carrier (CLEC) service provides prepaid in-home dialtone to more than 5,000 customers in nine southeastern states. The wireless technology division, Atlanta-based USIntellicom, is a leading developer of intelligent software and applications for the prepaid wireless industry. Currently, there are more than 75,000 active prepaid wireless subscribers using the company's technology.

The prepaid market is projected to grow from an estimated $3 billion in revenue today to exceed $6 billion in revenue and more than 11 million subscribers by the end of 2002. Prepaid service provides an easy, cost-effective alternative for budget-conscious individuals and businesses desiring to control communication costs, occasional users and those with no or poor credit.
