Sure.. except they are not always very pleasant or professional about it.. Mind you, a lot of the staff at that level are actually locals who are employed by the Embassy.. Immigration and customs officials seemed to all have some similar traits all over the map.. So odds of running into a hard case are always good for visible minorities.. lol..
