Jack - people have been talking about a boom in telecommunications equipment spending since at least a year ago and maybe sooner. The Telecom Reform Act passed last January 1996 ( I think) but no boom in spending followed. Why is it about to start now? The reason I am wondering is that one still hears about RBOCs being unwilling to invest in the infrastructure build-out because their return is still a regulated return to some extent. They are not yet convinced that spending on the infrastructure build-out that the markets seem to be demanding will be recouped by them and so they don't open their wallets. Maybe this is changing in some markets but not others. I would be interested in your opinion since you have Telecom Industry experience.
