In the Alcaravan Contract area, Harken's operations have been affected by the rainy season in the Llanos Basin, which has delayed the completion and testing of the recently drilled Canacabare #1 well until the fourth quarter of 1998. The construction of the Phase I Pipeline connecting the Estero wells to the closest existing pipeline is nearing completion. Harken also initiated a long-term production test of the Estero wells in the third quarter of 1998, with an initial trucking rate of approximately 500 barrels of oil per day, which is expected to increase to 1,000 barrels of oil per day during the fourth quarter.

Harken intends to submit its application to Ecopetrol for commerciality of its Estero wells later in 1998 or early 1999.

Excerpts from the HEC 10K you posted on the HEC thread. Given that HEC had put out a report earlier about the pipeline completion being imminent, it would seem incumbent upon them to say more in this 10K regarding that other that the fact that it is "nearing completion".
