You might want to look at checkfree.com, and see if they offer something suitable for your dad. It costs about 5 bucks a month directly through CheckFree, but he could pay anyone, including the paper boy if that is a case.

Or, he might ask his bank if they offer it yet. Some charge, some offer it free.
