Paula, the net effect is less money going into stock. If for every $1 out $.20 goes to the irs and $.80 gets reinvested. However, if we are lucky, the dollar comes out of stocks that have had a big runup and are slowing down (people who have held intl for 5 years) and gets invested in idti. It increases the efficiency of the markets. There will probably be a lot of garbage attached to the cap gains bill, ie. minimum 1 or 2 year holding period, reinvestment in certain types of stock for new holding period etc. Even Greenspan thinks that the cap gains tax is the worst tax we have.
