I don't have a direct comment on your question. It's a fickle decision, when do telecoms decide to spend money on equipment? Seems like it's never made until it absolutely has to be made because of capacity constraints. And cable TV companies(MSOs) make the decisions based on capital restraints.

Anyway I found this timely clip this morning:

"In a report released to clients Wednesday, Merrill Lynch analyst Joseph Bellace said MCI Worldcom (WCOM) plans to increase capital spending by $1 billion to $6.6 billion in 1998. Bellace said he expects networkers Alcatel (ALA) Nortel (NT), Ascend (ASND) and Cisco (CSCO) to benefit."
