In any given year in the United States anywhere from 30-40 percent of infants die before they are even a day old.

Forget Moore, there is no sane context for this statement. I read the article linked by Tim and this claim is stated just this way. It does not say 30-40% of premes. It listed 1.6% as being premes with some of those having only a 50% chance. If 100% of them die that is still only 1.6% of infants dead. What a stupid statement.
