If I had to make a guess, I would guess Digital Equipment.

They are working with MSFT on NT with Alpha. All Unix ran on PDP-11
15 years ago and there are still lots of Unix people at Digital.

If true, it lacks a lot. My limited experience says that NT is
missing the realtime pieces. Much more perhaps.
