In response to your first point:
I hope you mentioned this to someone at Waterhouse Electronic Brokerage Services so they can do something about it. It would probably be a simple fix for them to apply.

In response to your second point:
Back in early October, in my IRA I was holding essentially no cash and then sold all my stocks to raise cash. Later on the same day, I entirely reinvested in other stocks. So, I didn't experience your problem. (But what might have happened is that someone at my local branch (Forest Hills, NY) might have been alerted when I tried to trade with no "real" cash in the account (since the sells hadn't cleared yet) but allowed the trades through quickly when he saw that the zero cash position was simply because of the settlement delay.)
