Quite simple. It would have to be seatback video screens, 'cause the last thing you want is a horde of excited gamblers congregating in the aisles and riling up the marshalls. Use the credit card readers from the air phones, so no great expenditure there. Add a few channels to the video selection, one for each game. Drop the price of drinks to 50 cents, so the fis - customers loosen up some.
There should be no legal problems once the PBGC is enlisted to lobby Congress. This will save both them and the airlines.
