Major explanation, I have been and is fairly sure there will be no war, although things
always can go wrong.

For example, Kuwait and Irak are/were busy getting together, cozy, exchanging diplomatic
excuses and messages of love,etc.
Iran is also busy recovering from the Shah and the religious revolution, Turkey is even
more busy, and then the Kurds in the middle, they too had the idea of waiting it all out,
trusting a better future.

Not to forget the Saudis, also busy dealing with their domestic problems plus all the
Quatars and Yemenis.

However, major problem the US demanded embargo against Irak....

Anyway, one way or the other, this process will lead to lifting of those embargos, then it is
mainly Cuba left and time for Africa with Mandela and Ghana,etc..
