I asked the VSE to review the last NR. It smells too much.

If it's insiders as the lender they stand to make a fortune and could potentially add another 20 MM shares to the company if they borrow the full U$2MM and exercise all the options and warrants.

It certainly explains why the stock is stuck at $0.20/share. If the lender acquires millions of shares at $0.20/share and then starts dumping them, it will never get above $0.25/share.
