Seems, they want to cut taxes to the tune of about $8B/year, taht is, ~$100 per capita, and also, in a very significant move, to consider a reduction in <<Japan's liquor taxes have been a sticking point in talks with the United States, which has insisted that Tokyo complete tax changes by February 1998 in line with a World Trade Organisation ruling last year that found Japan's liquor taxes treated imported products unfairly. >>
