If your involved in an armed conflict then some people on your side die. The fact that the Iraqi military is not immune to this does not mean that they are impotent, or that they are not getting stronger.

The words are pretty plain, I think you can understand them.

They are ambushing Iraqi police and soldiers and executing them by the dozens.

Yes things like that happen in war. Of course people on our side are hardly the only ones dieing. If we kill a thousand enemy combatants you say something like "the destruction will just inspire 3 to fight us for everyone we kill", if the enemy kills a dozen Americans, or a dozen of our allies, then its a sign that we are getting our ass kicked...
