Social Security as a whole is already progressive because of the way benefits are cut off, even though the tax is flat up to a point and zero after that.

Making the tax flat at the current rate with no income limit would be a very large tax increase. Making it progressive (at least if you don't slash the rates for the less wealthy) would be an even bigger increase, as well as making the tax more complex. Your rate would not be determined until your taxable income or wages were determined.
