It does need to change. I hope it does change. The US will have to really want the UN to be stronger, if it is to get stronger. At the moment there is a lot of paranoia in the US about being part of the global community. Whether the US will ever really want the UN to be a meaningful force that can bind and govern all countries (including the US), is an open question.
