Re Signal 9 and PC security products.

They have a much more user friendly firewall out now called Conseal Private Desktop. it came out last week. There is a 30 day trial beta version. You don't have to worry about rule sets. If I understand it correctly, when you want to use Netscape for the first time, it asks you if this should be allowed. When you say yes, this becomes a rule set and while you are using netscape all other traffic, including BO and friends, is blocked.
