Of course there is. It means he wants to negotiate something. This is the same pattern the Dear Leader has always followed. Given that it is winter, the food shortages are probably even more severe than usual, so they probably need a few hundred thousand tons of rice.

You're probably right.......but somehow I think he wants more than rice.......after all, he could care less if his people starve.
