Yes and no. Compare the North Slope to Saudia Arabia. Cost of producing is lopsided. NS is extremely expensive to produce and Saudi is extremely cheap to produce. Both had lot's of oil; and in Saudi's case still does. It's not always the simply case.

Look to what Tengiz is projected to cost over the next 20 years to produce. Alot of that money is upfront cost to get it to market now. That partnership will be aggressive in recouping it's money.
