Or even secondarily. Tertiary, even. It was always "we need to topple Saddam because of the WMD". There was some talk about his support of terrorism, but the talk of improving the lot of the Iraqi people only surfaced recently.

Now they all pretend that our primary goal was always to rescue those poor Iraqi people. That is probably the scariest thing about this...
