Before the fact of the holocaust, no. After the holocaust and after capture, yes. Think Eichmann--he got executed for war crimes and not traffic tickets. The iraqi shiaa govt had a chance to execute saddam for genocide against the kurds thru the use of poison gas on kids and they didnt allow that trial. Kurds were pissed off and i dont blame them. Keep in mind iraq is not only about sunni-shiia arab civil war--most arabs hate the kurds.
