If the Dems are carrying this proportion of about 55 to 45, how can a ballot item in June of 2008 seeking voter approval to change the way the electoral votes are apportioned in California be successful? To answer my own question, it would depend on voter turnout in June 08. Seems to also imply that under the winner takes all that the independent candidates receive no electoral votes under California's system. mj
