This free program claims to convert aol favs to a bookmark.htm which can be imported into Internet explorer.

Once you have the bookmark.htm file saved to your desktop launch Internet Explorer and go to file/import and export and use the Wizard to import the favs.

I couldn't find anything that would allow you to import an AOL address book. The only thing I can think of would be to email everyone in the AOL book and request that they send an email to your buddies new email address. He can then add them to Outlook Express with two clicks....tools/add sender to address book.
