Belgian judges and police chiefs are appointed by the government. Almost all the magistrates and police officers in Belgium belong to one political party or another, if "your" party gets into the new governing coalition then, as a magistrate/public official candidate, you've lucked out... For chances are, your buddy politicos are gonna pick you out for some job. In French we call it clientèlisme, that is, spoils system...

As for the Dutroux case, it was such a trauma... Unfortunately, the establishment has successfully defused the whole pedophile scam. If it only depended on me I'd ask the FBI to handle the whole investigation.
